Plan tranqui tells you the volume. It does not tell you the address.
That is the whole problem, and it is not a Mexican problem - it is a category problem. The phrase describes what the evening will feel like, and people keep reading it as a description of what the evening will be.
What tranqui actually contributes
Tranqui is tranquilo with the tail cut off. Spanish does this constantly, and Mexican Spanish does it with enthusiasm:1

Chopping a word signals register. It says we are not being formal here, which is exactly the job tranqui is doing in a message. It lowers the temperature. It does not add information.
So plan tranqui is a plan with the pressure removed and every practical detail still missing:

Notice that none of those three are invitations. They are weather reports.

The fix is a menu, not a question
Here is the move almost everyone gets wrong. Faced with a vague plan, the instinct is to ask an open question:
¿Qué tienes en mente?
It feels polite and open-minded. What it actually does is hand the vagueness straight back. The other person was being non-committal on purpose - not out of evasion, but because a soft proposal lets either side step away without anybody losing face, which is a well-documented habit in Mexican Spanish interaction.2 Asking them to fill a blank page just gets you another soft answer.
Give them two options instead.
Consigue una respuesta
- ¿Tipo café o unos drinks? - two options, one second to answer
- ¿Entre semana o el finde? - the time axis, same format
- ¿Por tu zona o por la mía? - the place axis
- ¿Jueves o viernes? - the most closable version of all
Consigue más niebla
- ¿Qué tienes en mente? - a blank page
- ¿Cómo qué te gustaría hacer? - a bigger blank page
- Tú dime. - now nobody is deciding
- ¿Entonces sí o no? - forces a face-losing answer
A plan needs three things and tranqui supplies none of them:
- qué ¿Tipo café o unos drinks? Like coffee or drinks? The activity. Two options is the whole trick.
- cuándo ¿Entre semana o el finde? Midweek or the weekend? Ask it in the same message. Two questions, one send.
- dónde Por la Roma me queda bien, ¿a ti? Roma works for me, you? Naming a neighborhood is faster than negotiating one.
- el cierre ¿Lo dejamos en firme? Shall we lock it in? If this one gets a soft answer, you have your answer.
Va, ¿tipo café o unos drinks? ¿Y te queda mejor entre semana o el finde?
Two closed questions in one message. Warm, specific, and almost impossible to answer vaguely.
The other tranqui
This is where learners collide with themselves. Tranqui has a second, completely separate job: it calms a person down.

Ay, perdón. - Tranqui.Oh, sorry. - It's fine.
Same four letters, different grammar, different job. In plan tranqui it is an adjective describing a plan. On its own it is closer to don’t worry about it. If someone replies tranqui to your apology, they are not proposing a chill evening.

Public first, without sounding like a background check
You are allowed to want the first meeting somewhere with other people in it. The trick is framing it as your preference rather than a verdict on them.

Conozco un lugar tranquilo por la Roma, ¿te queda?I know a quiet place in Roma, does that work?
Prefiero is doing the heavy lifting. It is a statement about you, so there is nothing for the other person to be defensive about. Compare it with no voy a casas de desconocidos, which is equally reasonable and lands like a policy.
Grindr’s own guidance says the same thing in more words: meet in public first, tell a friend where you will be and who with, agree on a check-in time and even a codeword, and stay in charge of your own transport. And the line worth memorising - if at any point you feel uncomfortable, you can leave immediately, and you do not owe anyone an explanation.3 Their community guidelines cover the reporting side when someone will not take a no.4

- Sale, jueves. Te confirmo hora mañanaDone, Thursday. I'll confirm the time tomorrow
One message turned a mood into a plan. Two closed questions did what five open ones could not.
When the fog does not lift
Sometimes you ask clearly, warmly, with two options - and the answer is still vague.
That is not a failure of your Spanish. That is the answer. Repeated vagueness after a direct, friendly question usually means there is no plan and there was never going to be one, and the kindest reading is that they did not want to say no out loud.
You can take the same exit:

Both are complete sentences. Neither needs a reason attached.

The short version
Tranqui is a volume knob, not a calendar. Treat it as tone and supply the content yourself.
Two options, one message, asked once. Then either a plan appears or it does not - and both of those are useful things to find out on a Tuesday rather than on a Saturday.
