The al is the Mexican part. Spain says estar pendiente de and always has; Mexico added the article, and estar al pendiente de is now the default here and across much of Latin America. Both get said in Mexico. Only one gets said in Madrid.
Bien is not well. In Mexican Spanish it is the workhorse intensifier - bien caro, bien lejos, bien temprano - and it means very. Learners hear bien and reach for good, which turns the sentence into something that does not quite parse.
Andar is what makes it a comment rather than a description. Andar plus an adjective covers what somebody has been like recently: andas cansado, andas raro, andas bien al pendiente. It says this is new. And when something is new, somebody is going to ask why.
How Mexicans use it
As thanks, it usually arrives after the fact and slightly late - somebody realizing two minutes on that you had already handled the thing. It does not need a reply beyond a shrug.
As a tease, it is aimed at whoever is being too fast, too informed, or too interested. Friends use it on somebody who has clearly been checking a profile, and couples use it on each other when the replies get suspiciously prompt.
In work chat the useful form is a different one. Quedo al pendiente closes a message and means I will be watching for your answer - polite, standard, and one of the most-used sign-offs in Mexican professional Spanish. Common mistake
Reading bien as good. Andas bien al pendiente is not you are attentive in a good way - it is you have been very attentive, and whether that is good is exactly the thing the sentence leaves open.
The other one is dropping the al because a textbook said to. Estar pendiente de is fine and Mexicans say it too - but al pendiente is far more common here, and it is the version that makes you sound like you live in the country rather than like you studied it.
Worth knowing there is a fight about it. Some Mexican editors and style guides still strike al pendiente out as incorrect, on the grounds that the article was never there. They are losing: it is everywhere in speech and in work chat, and nobody in a conversation will blink.
Don't sound gringo
bien does not mean well here. it is the everyday intensifier, so bien al pendiente is very attentive.
Same shape as bien caro for really expensive. Once you hear bien as an intensifier rather than as well, a lot of Mexican speech stops sounding odd.
Mexicans also say al pendiente where most Spanish courses teach pendiente de. Estar al pendiente de algo is standard here and nobody will correct you for it.
