In chat it is written exactly as spoken, sometimes with the comma - luego, luego - and it is common as a one-word answer to when. Nobody abbreviates it.

Assuming doubling softens it. Repetition in English usually hedges or muddies, and here it does the reverse - luego is the vague one and luego luego is the precise one.
